The
National Environmental Policy Act (NEPA-1969) requires that proposed Federal
Actions which have a “Significant Impact” on the environment first be analyzed
to reveal that impact.
Yet,
to date, No Federal Agency has complied with the explicit concern expressed in
NEPA for the “profound influences of Population Growth” … on the environment.
NOW,
we have Opportunity to make Analyses of Immigration-driven population growth a
Regulatory requirement—specifically, that such Analyses be included as
Environmental Impact Statements in proposals for Federal Agency Actions.
Specifically,
the Federal Council for Environmental Quality (CEQ) is soliciting public
comments to implement updated Environmental Regulations for NEPA per a Trump
Administration plan to update them.
So
NOW is our Opportunity to submit comments to the CEQ (IMPORTANT: comment period
ends on MONDAY, AUGUST 20, 2018).
Follow this link (CEQ Public Comments on NEPA Proposed
Environmental Regs) to the
CEQ comments page.
And
feel free to quote any BALANCE Alerts. For your convenience, we reprint our
recent Alert “Legal Immigration Costs & Consequences” below. ACT NOW!

LEGAL IMMIGRATION COSTS & CONSEQUENCES
-- KEY POINTS & BALANCE'S SOLUTION
-- KEY POINTS & BALANCE'S SOLUTION
- NUMBERS Background: world population increases by about 80 million/year. Pressure to come to USA will only increase—1.5 Million Legal Immigrants settle in the U.S.A. every year: Average since 2005. Recently 1.6-1.7 Million Annually
- California—400,000 legal immigrants per year (U. S. Census)
ENVIRONMENTAL CONSEQUENCES
FARMLAND & NATURAL HABITAT LOSS
“For
every Person added to U.S. (or California) Population, one Acre of precious
Farmland or Natural Habitat lost to Developed Uses (e.g., Malls, Sprawl Tract
Housing) (Pimentel et al Cornell)
SPECIES EXTINCTION
United
States “Top 10 U.S. Endangered Species”, Center for Biological
Diversity: As the human population grows we are crowding out, poisoning and
eating all other species into extinction. With the world population hitting 7 billion,
the Center is marking this milestone by releasing a list of species in the
United States facing extinction caused by the growing human population. The 10
species represent a range of geography, as well as species diversity—but all
are critically threatened by the effects of human population. Some, like the
Florida panther and Mississippi gopher frog, are rapidly losing habitat as the
human population expands. Others are seeing their habitat dangerously
altered—like the small flowering sandplain gerardia in New England—or, like the
bluefin tuna, are buckling under the weight of massive overfishing.
SEE “EXTINCTION DETAILS” IN NOTE BELOW
U.S. Taxpayers Costs—$330 BILLION PER YEAR NET (after
subtracting Taxes Immigrants pay) from legal immigration alone, i.e.,
$3.3
TRILLION prospectively for Decade
Does
NOT include COSTS to States and Localities
=
$758 MILLION per Year for Each Congressional District. That is, it costs on
average $1000 per person per year!
62%
for “free” (I.e. U.S. Taxpayer-funded) Health Care, Health Insurance, &
Welfare
EMPLOYMENT CONSEQUENCES

Computer Science, U.C. Davis, Norm Matloff Blog “Vast Majority of H1B and
related visa hires are Cheap Labor Hires”
Confirmed
by Williams / CCN Study—5.9 MILLION AMERICANS DISPLACED from JOBS SINCE 2005 by
IMMIGRANT WORKERS. See carryingcapacity.org
ECONOMIC CONSEQUENCES
Population
Growth usually increases Aggregate GDP but ALWAYS DECREASES PER
CAPITA GDP—the True Test of Nations’ Wealth
Compare
Bangladesh and New Zealand with same size GDP BUT Bangladesh has 4 times the
Population which is much poorer per capita.

PERSONAL SAFETY ENVIRONMENT
“Help
me, Dad.” Kate Steinle’s dying words impel all of us to redouble our efforts to
oppose Sanctuary Cities, Reduce Legal and Stop Illegal Immigration. The Boston
Bombers, San Bernardino Shooters and ISIS Truck Driver who ran down Pedestrians
and Cyclists in New York City recently were all Legal Immigrants!
Solution: The U.S.A.
needs a zero–net Moratorium, i.e., 150,000/year in 150,000/year out on all
categories of legal.
So please help BALANCE
MOBILIZE ACTIVISTS to intensity our push for the aforementioned all-categories

EXTINCTION DETAILS
World “Human Population
Growth & Species Extinction” IBID. We're in the midst of the Earth's sixth
mass extinction crisis. Harvard biologist E. O. Wilson estimates that 30,000
species per year (or three species per hour) are being driven to extinction.
Compare this to the natural background rate of one extinction per million
species per year, and you can see why scientists refer to it as a crisis
unparalleled in human history.
The current mass
extinction differs from all others in being driven by a single species rather
than a planetary or galactic physical process. When the human race—dHomo
sapiens sapiens
“Human
Population Growth & Earth Ecosystem & Species Extinction” IBID Humans annually
absorb 42 percent of the Earth's terrestrial net primary productivity,30
percent of its marine net primary productivity, and 50 percent of its fresh
water [3].
Forty
percent of the planet's land is devoted to human food production, up from 7
percent in 1700 [3].
Fifty
percent of the planet's land mass has been transformed for human use [3].
More
atmospheric nitrogen is now fixed by humans that all other natural processes
combined [3].
The authors of Human
Domination of Earth's Ecosystems, including the current director of the
National Oceanic and Atmospheric Administration, concluded:
"[A]ll of these
seemingly disparate phenomena trace to a single cause: the growing scale of the
human enterprise. The rates, scales, kinds, and combinations of changes
occurring now are fundamentally different from those at any other time in
history.
"When the
population of a species grows beyond the capacity of its environment to sustain
it, it reduces that capacity below the original level, ensuring an eventual
population crash.
"Extinction is the
most serious, utterly irreversible effect of unsustainable human
population."
