Surmounting Mass Immigration’s Attack on Our Conservation Culture

POPULATION ENVIRONMENT BALANCE URGENT ACTION ALERT

BALANCE and our ASAP! Coalition Allies have documented the Immense Net Costs of Mass Legal Immigration, e.g. $758 Million per year NET (of Taxes immigrants pay) per Congressional District.

But perhaps an even greater “Cost”, not publicized until this Alert, is Mass Legal Immigration’s Cost to the USA’s Environmental Preservation Culture. 

Americans value the natural environment to a degree unknown in much of the world.  We value open space, wilderness, clean air and water, and healthfulness. In part, this reverence for the environment is learned, and in part the opportunity for reformation and conservation is an unearned blessing; one that should not be squandered. 

The East had its fling with deforestation, which resulted in most of its lands becoming devoid of ancient timber. In the 1870s, the US faced a fuel-wood and timber shortage. The Southwest had its time of plowing land that should forever have remained grassland.  Time, drought, and wind punished these transgressions (cf, e.g., the Dust Bowl of the 1930s — resulting in the Migration of Many Oklahomans to California causing Oklahoma Cherokee  Genius, Will Rogers, to comment “It raised the IQ in both states”!), and Americans learned. The generational process that resulted in a conservation ethic cannot be taught overnight. 

In the U.S., the conservation ethic was painfully learned. The good fortune of rich resources and a lightly populated country — we fought and won World War II with 135 million people — gave Americans a second chance. We could restore and conserve, and we did!  What Americans learned cannot be conveyed overnight to those coming into this country from vastly different cultures. 

Consider the Chinese land shortage of generations — described as China’s “Population longage”.  Tilling or building lot line to lot line is ingrained behavior, remarked upon by longtime Vancouver residents for example, where recent Chinese immigrants have replaced well-shaded Victorian houses with brick and stone concrete mansions. 

And similarly, the Egyptian experience where feuds over the ditch-land that separates two or three acre tilled plots can become generational. Newcomers bring with them  images of crowding and degradation, leading them to see relatively open United States acres as virgin land ripe for exploitation. 

We Americans know that exploitation to the hilt has been tried here and that the plenty available in fallow or second growth land is an illusion. Valued species inhabit every inch. Unspoiled watersheds collect valuable fresh, clean water.  Nothing is truly unused. 

Indeed, for ever person added to the U.S. population, One Acre of Farm land or natural habitat is converted to developed uses — Pimental et al, Cornell — yet Mass Legal Immigration has added about 1.5 to 1.6 Million Persons annually to the U.S. Population. 

The UN, and immigrants wanting to enter the US, see open land.  We Americans see all land as used and serving utilitarian and/or valued conservation purposes.  We cannot afford immigrants who think the US has space aplenty. 

The USA has suffered from exploitation, land and resource degradation. We have been fortunate in the opportunity to draw back from over-exploitation, and thus we have learned to invest, save, and treasure our natural resources. 

The culture of conservation which is ours, being hard-won, must be treasured and itself protected. Mass immigration overwhelms not only land but also values. Conservation Culture is a national treasure; it is ours to be conserved, nourished, and valued as the gem that it is. Mass immigration changes and fractures culture in many ways.  It cannot be condoned.

Discouragingly, among Mass Immigrations’ proponents are leading “Environmental” groups which attempt to justify their continuing support for more and more immigration (e.g., the Sierra Club’s support of “protecting undocumented immigrants at risk of deportation” and expanding the DACA program.) BALANCE has long understood that amnesties are a magnet for Illegal Immigration, and that DACA encourages sometimes-criminal use of children as “Admission Tickets”, and that Mass Immigration has seriously negative effects on the environment, [cf Pimental et al].

And then there are the Marxists (whose Goal is the Destruction of the Traditional America in every respect). Witness their attack on and destruction of the statues of virtually every person important to the History of the USA via their Antifa organization. Antifa claims that Conservationists John Muir and Galen Powell were “racist”; so their names, likenesses and statues should be erased, defaced, and obliterated.

The Pressure which Mass Immigration and its Enablers have increasingly put on American Traditions, including the Conservation Traditions, has been enabled by an Ideological Assault on the USA’s Traditional Values. For example, The Far Left pushing the Concept of “White Privilege” in reality sends the Message that the holders of Traditional Values should feel guilty about their achievements, their Assets and such power as they still have and yield to Mass Immigration’s New “Values” and transfer their Assets to the Far Left.

As well, prior to the CoVID Pandemic Mass Immigration was displacing Americans from Jobs, (as studies by John Williams, Norman Matloff, and Ed Rubenstein have documented). Studies by all three indicate that there has not recently been and is not now, a labor shortage.

This prospect of loss of Economic & Personal Security has inter alia resulted in lower Native-Born Fertility Rates. “Replacement Level” fertility is assumed to be 2.1 births per woman. But as of 2018, the TFR of Native-Born Whites was 1.73, Blacks 1.75 and Hispanics 1.77.

In contrast, the TFR of Immigrant Women in 2018 was 2.15, just above replacement level. [cf: “Immigrant & Native Born Fertility 2008-2018,” CIS, Camarata & Zieglar, April 1, 2020]

In order to surmount the foregoing Challenges and Challengers to the USA’s Conservation Culture, BALANCE encourages implementation of the following Solution.

Support BALANCE’s Activist Initiative for a Solution: BALANCE pushes a Zero-Net all-categories-included Moratorium on Legal Immigration which would still allow 150,000 inflow to match typical annual outflow. BALANCE is a genuine MASS Immigration Reduction Group (certain other National Groups not pushing a Moratorium are merely Mass Immigration Management Groups, a position counterproductive to achieving any immigration reductions at all) as we have repeatedly pointed out.
  • Most Important, Contact & Re-Contact your Senators and Representatives and the 2020 Candidates! and Media, and Influencers to oppose Senators Harris and Lee’s (R-UT) S386 and Senator Durbin’s (D-IL) RELIEF Act as well as the outrageous “New Way Forward Act”.
  • Above all, every organization and individual should contact Senators, Media and Influencers and push an all-categories-included Zero-Net Moratorium on Legal Immigration and emphasize that it would remove the Legal Immigration Magnets (e.g., the uncapped Asylee Category) attracting ever more Illegal Aliens.
  • It is difficult if not impossible to stop most illegal immigrants unless one reduces the Magnet of Legal Immigration “Slots” such as the Uncapped Asylee Category.
  • And focus on Specifics, e.g., How can communities and the nation ever ameliorate our intensifying Homelessness Crisis by annually welcoming in 6 Million Legal Immigrants per year with Taxpayer-funded Health Care, Welfare etc. Benefits, PLUS Amnestying 1.5 Million Illegals, many of whom would be provided with Taxpayer-funded Housing Assistance, as H.R.5038 does?! Or HR 6 which would Amnesty (i.e., legalize) Hundreds of Thousands of Illegal Aliens.
  • And the Costs: U.S. Taxpayers Pay $330 BILLION PER YEAR NET (after subtracting taxes Immigrants pay) to pay for the federal costs of LEGAL Immigration alone (cf CCN Cost Study). That’s about $758 Million per Year Net per Congressional District and does not include Net State and Local Costs.

429,000 Annual Immigrant Births Cost Taxpayers $5.3 Billion


Massive and increasing costs to Taxpayers are incurred (now $330 Billion per year NET of Taxes Immigrants Pay) as each Birth Cohort Matures. Mass Immigration is Very Costly, but BALANCE has The Solution (see below).

Of the Many Costs of Mass Immigration borne by U.S. Taxpayers, the Costs of Immigrant Births alone (via Medicaid or the Uninsured) is remarkable. Specifically, 1 in 5 births in the U.S. are to Immigrant Mothers. U.S. Taxpayers pay for 67% of births to illegal immigrants, 47% of births to legal immigrants according to a new report  by CIS, S. Camarota, Director of Research, 10/9/18.

Based on an analysis of Census Bureau data, the Center estimates that nationally one in 13 births is to an illegal immigrant, totaling 300,000 births a year. One in eight births is to a legal immigrant. We also find that more than half of the births to immigrants (legal and illegal) are paid for by taxpayers, including 67 percent of births to illegal immigrants.

“Steven Camarota, the Center’s Director of Research and co-author of the report, said, ‘The enormous number of births to legal and illegal immigrants may hinder assimilation as children from immigrant families will largely interact with only each other.”  He also points out that “paying for so many births to immigrant mothers may be appropriate, but the large share who can’t provide for themselves without the help of American taxpayers raises serious questions about whether our current immigration system makes sense.’…

Given that Demography is Destiny, consider that since the aforementioned Facts are for one year only, what the costs and demographic consequences will be for each year projected into the future unless BALANCE’s Solution is implemented. Consider further that Taxpayer- and Immigrant-Funded Immigrant Births Total 791,000 per year.

National Picture from CIS Report:
·         …That legal immigrants accounted for 12.4 percent (494,000) of all births annually and illegal immigrants accounted for 7.5 percent (297,000) annually.
·         The 297,000 births per year to illegal immigrants are more than the total number of births to all mothers in any state except California and Texas. They are also more than the total number of births in 16 states combined, plus the District of Columbia.
·         The estimated 28,000 births to illegal immigrants in just the Los Angles metro area are more than the total number of births in any of 14 states or the District of Columbia. 
·         More than half (54 percent) of births to immigrants (legal and illegal) are entirely or largely paid for by taxpayers because the mother is on Medicaid or uninsured…
·         Illegal immigrants account for 11 percent (198,000) of all publicly funded births, and legal immigrants are another 13 percent (231,000). [Emphasis added]
·         We roughly estimate that the annual cost to taxpayers for births to immigrants (legal and illegal) is $5.3 billion — $2.4 billion of which is for illegal immigrants.
 
States:
·         In California, New Jersey, and New York, immigrants (legal and illegal) account for about one-third of all births. In Massachusetts, Nevada, Florida, Texas, Hawaii, Maryland, and Washington, immigrants account for one in four births. Immigrants account for one in five births in Virginia, Connecticut, Illinois, Arizona, Rhode Island, and Oregon.
·         The states with the largest numbers of births to illegal immigrants are California with 65,000, Texas with 51,000, Florida with 16,000, Illinois with 14,000, Georgia with 13,000, New York with 12,000, and New Jersey and North Carolina with 11,000 each….
·         In North Carolina, Texas, and Georgia, three-fourth of births to illegal immigrants were likely paid for by taxpayers. In California, Florida, and New York, two-thirds of these births were likely taxpayer-funded. In Illinois and New Jersey, more than half were likely funded by the public.”

BALANCE’s Solution: The U.S.A. needs a zero–net (i.e., 150,000 per year arrivals and 150,000 per year leaving) Moratorium applying to all immigrant categories, a Wall at our Southern Border, mandating use of eVerify in Hiring Decisions, elimination of anchor baby citizenship and an end to Catch & Release.

Enactment of all these would reduce the 1.6 Million Annual flow of Legal Immigrants (400,000 annually into California alone – U.S. Census) and thus greatly reduce the Annual NET (after subtracting Taxes Immigrants pay) Costs of Legal Immigration, now running at $330 BILLION per year.

Implementing the Trump Administration’s Admirable Proposal that No Green Cards (reflecting permanent Resident Status) would be issued to those who had accepted, or were likely to accept in the future, any Taxpayer-funded Benefits, would reduce Immigrant Numbers significantly.

IMMIGRATION LEGISLATION IS BEING CONSIDERED NOW! And December 7 is the Deadline to pass a Budget and fund The Wall.

It is highly likely that a Bill fully funding The Wall will contain other Immigration Provisions! So, we must ACT NOW! Emphasize that a Zero-Net Moratorium would save Taxpayers $One-Half Trillion in the next Decade. So CONTACT & RECONTACT Your Representatives!

The ONLY Way to Pass the RAISE & Other Immigration Reduction Acts


The RAISE Act S354 (Cotton R-AR, Perdue R-GA) is a Good Bill albeit not without flaws.

It would:

¾    Reduce Legal Immigration by at least half to about 500,000 per year
¾    Require that Legal Immigrants speak English
¾    Require that Legal Immigrants NOT receive Welfare for 5 Years
¾    Limit "Refugees" to 50,000 per year
¾    End the Visa Lottery, and, above all…
¾    Reduce Chain Migration from appx 480,000 per year to appx.  88,000 per year by limiting family- sponsored Immigrants to spouses and minor children of US Citizens or Legal Permanent Residents.

It is flawed because it lacks the commanding, coherent logic of the Bill that BALANCE and its ASAP! Coalition Allies propose, below and many of the RAISE Act’s NGO supporters lack a Strategy to actually get it passed, a Strategy which BALANCE also describes below.  

But specifically, one of the Bill's alleged strong points, the Merits-based system for admitting skilled workers (H1bs) is well-intentioned but would allow far too many admissions. It is based on flawed data that American workers to not have the necessary skills, it lends itself to “gaming”, and would result in continuing job loss and wage depression among American workers.

¾    The Bill also would allow admission of too many H2b low skilled workers, many of whose prospective jobs should either go to Americans or are, in any case, disappearing because of automation. Legitimate needs for Low-skilled workers could be fulfilled by a revival of the Bracero program.

Finally, the Bill does not adequately guard against Visa Over-stayers and others. And worst of all, by pushing for an annual level of 500,000 its supporters are pushing FOR a de facto continuation of Mass Immigration!! —a Level which is, in no way, acceptable for the medium or long run (see below).

But all in all, the RAISE Act would be an improvement over what we have now. However...

THE MAJOR CHALLENGE FOR THE RAISE ACT AND OTHER GOOD REDUCTIONIST BILLS IS THAT MOST OF THEIR SUPPORTERS DO NOT HAVE A CLUE MUCH LESS A STRATEGY FOR ACTUALLY GETTING THEM PASSED! 

FORTUNATELY BALANCE & ITS ASAP COALITION ALLIES DO HAVE A STRATEGY WHICH WILL WORK IF ALL SUPPORTERS OF RAISE WILL BACK IT......The Strategy depends on information and logic: First, the NET costs of mass immigration to American tax-payers. And Second, the logic of carrying capacity, that every territory is limited om the long run by its resources, and that no territory can sustainably support an unlimited number of people.

It's hard to think of a battle that has been won by being defensive. You may be most skilled at blocking and slipping punches, but if that is all you do, sooner or later your opponent will land a few and enjoy victory. This occurs to me as I watch the latest amnesty battle.

As you may know, the DREAM Act — the latest Scamnesty scheme — is being debated in Congress at this moment. And it may be the Mexican dream, but it's our nightmare. But that isn't what I want to address today. 

We may defeat this proposal as we did the last, but so what?
 Are you surprised? Do I sound overly cavalier or a tad defeatist? Here is my point: Until we transform this debate and talk about the true remedy for our problem — namely, halting legal immigration — we will labor in vain.

As I have said before, illegal immigration isn't the problem, but merely an exacerbation of the problem. As long as we perpetuate our current immigration scheme — a formula dictating that 85 percent of immigrants will hail from the Third World and Asia — the demographic revolution we have witnessed will continue, attended by descent into Third World status.

This is the third rail of the American immigration debate, the emperor-has-no-clothes-issue, the untouchable element. It gets at a truth that no one even dares contemplate because, by golly, we're a nation of immigrants. That is what we're told and it's not to be questioned; it is dogma. Why, I can almost hear Zero Mostel bellowing "Tradition!"

Then again, I can also hear that apocryphal saying: "The definition of insanity is doing the same thing over and over again and expecting a different result."

Advocating a moratorium on legal immigration would be a return to sanity that could turn the tide. We would finally be taking the offense and proposing a change in the traditionalist direction, as opposed to making proactivity the province of the left. We would finally be pushing back, demanding some of the adversary's territory instead of just defending ours. Of course, we do have one other choice.

Certain defeat.

We may end this bad DREAM, but the left will be back, maybe in a few months, maybe in a year. And then they will return again and again and again and again; they will continue to make their proposals and propagandize, cajole and coerce, until one of their nail-in-the-coffin laws passes. It's not a matter of if, only when; one of those big punches will eventually land. This is the consequence of being defensive.

Thus, proposing the elimination of immigration is not only the right thing, it's the only thing. The present course of action guarantees eventual defeat, as the traditionalist side gets worn down through constant attack and people become acclimated to the idea of scamnesty-by-another-name. But if we finally start making the proposals — if we finally say to the left, "No! You no longer drive the agenda, we have a say now" — we'll be pushing back. Then, at worst, maybe we will, to use apropos terminology, be in a Mexican stand-off. And then perhaps, just possibly, we will have the time to alter the American consciousness and muster up the popular will to save our republic.
It's push back or be pushed around.

Indeed, two Decades ago BALANCE and the 46 other Organizational Members of the ASAP! Coalition laid out The Strategy for Achieving Substantial Immigration Reduction. These Organizations all agreed on the following 4 Point Program:

          #1  Immigration  Moratorium                                 

ASAP Supports immediate enactment of a zero-net immigration moratorium with an all-inclusive, firm cap of 150,000 immigrants (including refugees and Asylees) per year.  

#2  No More Amnesties

ASAP opposes any more amnesties granting legal status or citizenship or Extended Voluntary Departure to illegal aliens. Amnesties reward illegal behavior...

#3  Enforce Immigration Laws

Existing laws requiring apprehension and deportation of all illegal aliens in the U.S. must be enforced. Officials failing to enforce our laws must be replaced.

#4  No Citizenship for Illegal Aliens’ Offspring

Offspring of illegal aliens should not be granted automatic U.S. citizenship. A misinterpretation of the 14th Amendment leads to granting citizenship to anyone born here.  A reading of congressional debate as this Amendment was being considered shows that the clause, "and under the jurisdiction thereof...," shows that this stipulation must be given equal weight with all other language in the Amendment. The Fourteenth Amendment does not guarantee citizenship to offspring of illegal aliens.

A zero-net all-inclusive MORATORIUM was and is the First Priority because it communicates the Necessity of stopping Mass Immigration altogether and maximizes Political leverage as well.

Amazingly, a couple of self-styled Immigration Reduction Groups (de facto Mass Immigration MANAGEMENT Groups) refused then and STILL REFUSE to Adopt The ASAP! Coalition’s Strategy.  Believe it or Not, as Ripley would say.

And even more Amazing is that the “strategy” these MANAGEMENT Groups did adopt was and still is Counterproductive (Yes, COUNTERproductive!!) as we shall explain, and has therefore undermined the ASAP! Coalition’s otherwise unified Coalition, and helped suffocate any chances for immigration reduction for two decades.

Is it too much to hope that the utter Failure of their "Strategy" to achieve Substantial Reductions for over two decades will encourage them as a FIRST PRIORITY to join ASAP! and push  ALL the Key Points of ASAP!’s 4 Point Program including especially the MORATORIUM, which these immigration-MANAGEMENT groups have in the last 20 years failed to do.  They are hereby invited, again, to join.  Shall we hold our breath?!

Indeed, the next few Months of The Trump Administration may well be our LAST BEST CHANCE (Hello Management Groups, are you listening?!!) to get substantial reductions. And here’s how specifically...

Supporting Good Bills and Actions such as the following eight is important.  But pushing those Bills/Actions ALONE has often been proven to be futile, and will likely continue to be, unless also COUPLED WITH PUSHING A ZERO-NET ALL-INCLUSIVE MORATORIUM AS FIRST PRIORITY!!

That said, BALANCE supports:

·         Senator Cotton's RAISE Act
·         Rep. Brian Babin’s Criminal Alien Deportation Enforcement Act (HR 82) to enforce the Deportation of the 820,000 Criminal Aliens which Obama released into American communities.
·         Rep Barletta’s bill to Defund Sanctuary Cities (HR 83).
·         Rep. King’s Birthright Citizenship Act (HR 140) to end Birthright Citizenship and defeat the Anchor Baby Tactic.
·         Rep. Culberson’s bill, HR 546 which requires the Director of the Office of Refugee Resettlement “to obtain the approval of the Governor of a State before placing or resettling a refugee” with the State.
·         S179 Grassley (R-IA) Mandatory e-Verify Mandatory so employers can be sure they are hiring only American workers.
·         Rep Goodlatte (R-VA) and nine cosponsors H.R. 3003  No Sanctuary for Criminals Act which would  deny federal grants to sanctuary jurisdictions, shield local law enforcement who cooperate with federal immigration detainers, and permit victims to sue for heinous harms caused by sanctuary policies.
·         Suspension of the UN/US Refugee Program (USRAP) until Congress has a chance to overhaul it.
·         We support these Bills/Actions and also reiterate that pushing any or all of these alone is NOT sufficient to get any of them enacted.

Why?

Pushing a Zero-Net Moratorium, i.e., (inclusive of all immigrant categories) is key as an objective because it is reasonable and Essential for long-term Environmental and Personal Protection and for balanced Budgets, as well as for providing Sufficient Resources, INCLUDING WATER and FOOD and Money, for Personal and National survival. For every person added to the U.S. Population One Acre of Prime Farmland or Natural Habitat is converted to developed uses (Pimentel et al, Cornell).

The World's population increases by 80 Million per year, and the USA simply cannot accommodate all who wish to come.  Today, the USA is in the process of exceeding our long-term Carrying Capacity and deconstructing our Nation. (Hello, Management Groups!) We must Reverse Course NOW! Noted author, Ann Coulter, is correct—Only by enacting “a Moratorium” on Immigration can the USA survive (see Adios America!, A. Coulter).

In sum, a Zero-Net Moratorium is The Necessary Condition for achieving a Sustainable Future by promoting the goals of U.S. Population Stabilization, long-term Environmental Protection, Budgetary Solvency in State and Local Government (especially for our Health Care and Educational Institutions), Tax Reduction, Unemployment Reduction, Social and Cultural and Environmental Protection and Personal Safety and protection of our Food and Water Supplies as BALANCE has documented in its many Alerts!

Mass Immigration is thus NOT “Just about the Numbers” as one Immigration Management Group INCREDIBLY claims.  Indeed, their goal of reducing legal immigration to 500,000 per year not only will never achieve Population Stabilization or long-term Sustainability, nor will it stop Demographic Aggression (see BALANCE's recent Alert) nor will it stop  the Multi-Hundred Billion$$$ ANNUAL NET costs to Taxpayers. But one must say that their Ultra-Soft approach appeals to Funders who do not like to take Controversial Positions.

Worse, Management Groups’ Target of the RAISE Act's 500,000 per year is COUNTERPRODUCTIVE because the message it sends is that Mass Immigration is OK if we just cut it in half.  Also, it is COUNTERPRODUCTIVE because it loses the political Leverage to get lower numbers and good bills passed. Therefore, any Immigration “Reform” group which refuses to advocate an Immigration Moratorium cannot really be serious about reducing Immigration!  In fact it appears they are de facto at the "Beck" and call of the Open Borders lobby which wants to continue Mass Immigration.

Indeed, it is highly unlikely we will ever get Immigration Reduction unless all Major Reduction supporters push for a MORATORIUM.
