Population Explosion Bills Threats to Pass This September — The Solution to Help Stop Them

S.386 (Kamala Harris, D. CA) and Companion Mass Immigration Increase Bills are all a Threat to Pass as one Gigantic Composite Immigration “Reform” Bill when Congress reconvenes this September.

S.386 (the Senate Version of H.R.1044 which already passed The House) would dramatically increase Legal Immigration via, inter alia, the H1(B) route to Green Cards, specifically, e.g., this Bill would, inter alia, allow admission of 300,000 H1B Indian Contract Workers annually! (Displacing Americans from jobs) plus 300,000 of their family-members annually (cis.org and Breibart.com).

Of course, Big Tech is behind this push for their Cheap Labor authorization which is why 140 RINO Republicans joined a majority of Democrats to successfully push its passage in the House in early July.

Given this RINO/Democrat combo, the Open Borders crowd is encouraged to push for passage of the Dream & Promise Act (as one part of the Composite Bill) in September which would not only legalize Ten Million plus DACAs but also 12 Million or more Illegals in other Categories (e.g., TPS and DED categories).

And that Comprehensive Bill is also likely to also include the proposed Bill Jerrod Kushner/Ivanka are pushing — the so-called “Merit-Based” Immigration Bill —  which, while it would eliminate the Visa Lottery and some Chain Migration, would not only not limit but also increase the overall number of Legal Immigrants with a de facto uncapped “Merit-Based” System of admissions (causing even more job loss and Wage Depression for Americans). And none of these would cap the uncapped “Asylee” Category, which, inter alia, encourages Child-Trafficking.

And do not forget the Environmental Consequences — For every person added to California and the USA’s Population one acre of farmland or natural habitat is lost to development (Pimental, Cornell). As well as the intensifying consequences for the Cultural Environment as BALANCE reported earlier this year:

But there is a Solution Regarding Illegal and Legal Immigration.

Re Illegal:

• Complete the Wall
• Implement e-Verify
• Require asylum seekers to apply and wait for a decision before entering the USA
• Require proof of kinship to protect children

and since the “Slots” allowing Legal Immigration (e.g., the Uncapped Asylee Category) are Magnets for Illegal Immigrants and since the numbers of Legal Immigrants is Far Too High anyway, it is also essential to enact an all-categories-included Zero-Net Moratorium on Legal Immigration.  A NET ZERO Policy  (i.e., where Immigration equals Emigration) would still allow 150,000/year Legal Immigrants including asylees and refugees.

• A strong preference in hiring be given to Americans and especially those 5.9 Million displaced by immigrants since 2005.

The House recently passed a Bill including funding for The Wall and other Immigration Reduction Provisions.   But the Senate is gridlocked, with several Senators who formerly supported a Wall now opposing it.  Result: Partial Government shutdown which could last into the New Year. The situation is NOT hopeless (cf. Leader McConnell's recent comments)  But there is reason for hope if we all CONTACT and RECONTACT  OUR SENATORS NOW  and tell them the Key Reasons we need a Wall and an all categories included zero-NET Moratorium on LEGAL Immigration.

First, tell them the COSTS  For example, In the USA, over 63% of Non-Citizen-headed Households (i.e., by Green Card Holders, Temporary Workers & Illegal Aliens)  use one or More Welfare Programs, according to the Center for Immigration Studies' [CIS] Analysis of U.S. Census Data.

For example, 429,000 Annual Immigrant Births Cost Taxpayers $5.3 Billion. 

Specifically, 1 in 5 births in the U.S. are to Immigrant Mothers. U.S. Taxpayers pay for 67% of births to illegal immigrants, 47% of births to legal immigrants according to a new report  by CIS, S. Camarota, Director of Research, 10/9/18. 

Illegal alien mothers who give birth in the United States score a “citizen child”, an anchor that often results in immunity from deportation and also entitles them to participate in child-oriented welfare and bring relatives into the USA under the Chain Migration Provisions of current law.

And consider that it costs $65,292.00 NET for each Illegal Alien remaining in USA!  excluding descendants. But the cost to deport is a mere $5,915 each!  (CIS)

In High-Immigrant Destination States like California (receiving 400,000 Legal Immigrants per Year) the Number and rate of using welfare is higher than the national average — 72% in California, and  70% in Texas. And other negative consequences of allowing this Mass immigration are clear — intensifying crowding of means of transportation, unaffordable housing for low and middle income American citizens (some of whom are living under bridges), drawdowns of water aquifers far in excess of recharge rates in Agricultural areas and the use of “Toilet to Tap” water in Orange and other counties in California and elsewhere.

Large Majorities of Non-Citizen Welfare Users are Legal Immigrants.  Nearly two-thirds of the Annual 1.5 to 1.6 Million Legal Immigrant Cohort use Welfare. Even ten years after arrival in the United States, the majority continue to participate in one or more welfare programs.

Thus, it should be no surprise that LEGAL Immigration Costs U.S. Taxpayers $330 Billion per year NET (after subtracting Taxes Immigrants pay). That is over $6 Billion per Week (and over $1,000/year in tax for each U.S. Taxpayer) and this does Not include State and Local Costs.

Adding insult to injury, if current LEGAL immigration Trends continue, Native Born U.S. Citizens are headed toward Demographic Minority Status in Major Receiving States. This Demographic Trend toward Minority Status for Native-Born Citizens is already evident in Key Counties in these Major Receiving States, from a variety of indicators.  Orange County, California — long known for its Conservative leanings — just had all of its Congressional Seats Flip from Conservative Republican to Leftist Democrat mainly as a result from dramatic recent increases in immigrant residents.

Immigrants' demographic ascendancy is making itself felt in the policy arena in measures that favor their own ethnic group/s. For example, in California, illegal Immigrants — primarily Hispanic — have already been allowed to Vote in San Francisco Elections, and there is a push to make Illegals (already eligible for Drivers Licenses) Eligible for the Vastly Expensive Medicaid Healthcare Benefits, statewide.

But Perhaps the Best Evidence of Demographic Displacement is the Fact that the Entire State of California (and many major immigrant destination cities across the USA) is now a “Sanctuary State”, which means that lobbyists for Illegal Aliens are quite happy to thumb their noses at Federal Law for the benefit of Non-Citizens.  One cannot help but remember the dying words of Kate Steinle “Help me dad” who was killed by an Illegal Alien as have scores of others (see The Remembrance Project) who had been deported, but returned to the Sanctuary State.

Bottom line: Native-Born & Immigrant Citizens are losing Political Power, Assets (e.g., Wealth Transfers via Taxes) and Legal and Personal Safety and Environmental Protections as a result of their Demographic Displacement.

Good News: We can stop, and to an extent reverse these Trends IF we All Act Together NOW.... When the House of Representatives “Flips” on January 3, prospects will dim considerably!!!

Implementing the Trump Administration’s Admirable Proposal that No Green Cards (reflecting permanent Resident Status) would be issued to those who had accepted, or were likely to accept in the future, welfare or indeed any Taxpayer-funded Benefits, would reduce Immigrant Numbers significantly.

Will Demography be Destiny? Consider the Population Reference Bureau [PRB] Projection:

“The world population will reach 9.9 billion by 2050,  up 2.3 billion or 29 percent from an estimated 7.6 billion people now, according to projections by Population Reference Bureau (PRB) included in the 2018 World Population Data Sheet….

“Among the population projections included in the 2018 Data Sheet:

·               The population of 26 countries, nearly all in Africa, will at least double. Niger in West Africa will see its population nearly triple….

·               The population of the United States will reach 390 million, up from 328 million in 2018. [Up to 90% of the Increase is projected to come from Immigration and the children of recent immigrants. Ed.]

·               China’s population will decrease by about 50 million from its current size to 1.34 billion. [The Decrease resulted from years of “one Child per Family” policy—But because this policy was recently Terminated, we expect a renewed surge in China’s  Population. Ed.]  India is on trend to supplant China as the world’s most populous country with 1.68 billion people.  

·               Nigeria will become the third most populous country as its population rises to 411 million, up 109 percent from 2018. Nigeria is currently the seventh most populous country. 

BALANCE does not put much stock in the PRB projection  that world population will ever reach over 9 billion.   A projection is not a prediction; it’s just a statistical exercise in carrying current trends into the future.

That said, one projection is especially concerning — that the USA’s population is on trend to grow by 62 Million in a mere 32 years, with virtually all of that growth coming from immigration (at least ¾ of which currently is legal immigration).

Also of Great Concern are the Trends from already overpopulated Nations, which will increase the efforts of their citizens to escape to the USA.

For example, the fastest growth is in various African countries.  That growth depends on the rest of the world’s willingness to rescue Africa from the famines and epidemics that are being brought on by that regions own explosive population growth.  How long will the rest of the world (and especially the USA) be willing to share their own dwindling resources to the extent required for repeated rescues and increasing immigration??

In this connection, it is important to recall the studies by Dr. Anne Brittain, which demonstrate that liberal immigration policies of countries like the USA actually increase birth rates in sending countries, and thus exacerbate their Overpopulation Problems, as well as the USA's.

Thus it is absolutely critical for the future environmental and economic health of the USA that we dramatically reduce legal immigration — now running at about 1.6 Million per Year — by enacting an all-categories included Zero Net MORATORIUM.

By Zero Net Moratorium, BALANCE means that the same number would be admitted each year as the number which voluntarily leave — about 150,000 per year. Limiting Immigration to that annual number would dramatically reduce the very substantial environmental and economic costs

IMMIGRATION REDUCTION OPPORTUNITY KNOCKS LOUDLY—HOW TO SEIZE IT!

Last week, the Goodlatte Bill H.R.4760 failed by only 20 votes. It would have put the House on record as supporting “merit”-based legal immigration by ending the Visa Lottery, and  Chain Migration, and mandating e-Verify to reduce Illegal Immigration, but it would have at best cut Legal Immigration numbers by half still allowing over half a million Legal Immigrants per year.

The Goodlatte Bill received far more votes than sell-out Speaker Ryan's thinly disguised Amnesty Bill, which failed by a 2 to 1 Margin. 

So, given these two Failures, why does Opportunity knock loudly?

Consider:

The U.S. Government's next funding Bill needs to be passed by September 30 this year and is likely to incorporate $$$ Trillion Annual Deficits going Forward.

BALANCE's Strategy will be to publicize and push the fact that passing one single Bill  — a zero net MORATORIUM  Bill — would reduce costs to U.S Taxpayers by over one-half Trillion $$$ in the next decade.

Indeed, The NET (after subtracting taxes immigrants pay) Costs of LEGAL immigration of over 1.5 Million LEGAL Immigrants/year alone to U. S. Taxpayers are $330 Billion annually, as shown in a 2017 study by our ASAP Coalition Ally CCN. That's $1,000 per U.S. taxpayer per year!!!

Working in our favor is the fact that the Open Borders lobby has finally revealed its true colors.  These advocates are pushing for the elimination of ICE, which would go far toward creating Open Borders and vastly more illegal immigration — an anti-law, anti-American pro-Demographic Tsunami position.

Important to note is that, by taking such an extreme Position, the Left aims to create the maximum pressure in opposition to Immigration Reduction. They are employing an elementary principle of Negotiation — ask for more than you expect to get.

So, of course, we reductionists should continue to push the position which gives us most leverage for reductions — an all-categories-included zero-net MORATORIUM.

And our position is quite reasonable … it would still allow admission of about 150,000/year, and it does send BALANCE's Essential Message — Mass Immigration MUST END!!

So here is what to do:

Considering that the Mass Immigration Management Groups, i.e., those which refuse to support MORATORIUM (and which BTW have a Perfect two decades long record of Total Failure to get any reduction bill passed), patiently explain to them how they can actually help get a Reduction Bill passed as follows.

Consider that a Leading Management Group actually supports reducing Legal Immigration to 500,000/year and “eventually” to 300,000/year. This is COUNTERPRODUCTIVE not only because it creates ZERO political leverage to get reductions but also because it de facto SUPPORTS a continuation of Mass Immigration!  500,000 or even 300,000/year of legal immigration would result in unending population growth in the USA!

And an examination of that other “leading” Mass Immigration group's website reveals almost a sole focus on Illegal immigration and a neglect of Legal Immigration whose numbers are far, far greater.  Thus, refusing to focus on LEGAL immigration is COUNTERPRODUCTIVE to actually achieving any reductions.

It reminds one of the website (visit unfairus.org) erected a few years ago by Protect Arizona Now patriots who were not helped by the Management groups about whom PAN asked “Whose side are they on anyway?”

And regarding current Bills:

Although the RAISE Act S354 (Cotton R-AR, Perdue R-GA) has some good provisions, it contains Three Serious Flaws.

 The Good: It would:

• Reduce Legal Immigration by at least half to about 500,000 per year
• Require that Legal Immigrants speak English
• Require that Legal Immigrants NOT receive Welfare for 5 Years
• Limit “Refugees” to 50,000 per year
• End the Visa Lottery, and, above all…
• Reduce Chain Migration from appx 480,000 per year to appx. 88,000 per year by limiting family-sponsored Immigrants to spouses and minor children of US Citizens or Legal Permanent Residents.

HOWEVER, The Seriously Bad :(true of both the Cotton-Perdue and Goodlatte Bills!):

• would still allow over half a million Legal Entrants annually and thus Validate a continuation of Mass Immigration ad Infinitum—clearly Not Sustainable
• adopt a piecemeal Multi-Category approach that is extremely vulnerable to Many Weakening Amendments
• fails to push an all-categories-included 150,000 CAP

BALANCE’s Push for a Zero-Net Moratorium would not only impose such a CAP but it also maximizes Political Pressure to get Reductions. The RAISE Act Fails this Test.

And, one of the RAISE Bill's alleged strong points, the Merits-based system for admitting skilled workers (H1bs) is well-intentioned but would allow far too many admissions. It is based on flawed data that American workers do not have the necessary skills. It lends itself to “gaming”, and would result in continuing job loss and wage depression among American workers.

The Bill also would allow admission of too many “Refugees” (what about addressing the Needs of the USA’s hundreds of thousands of homeless first?) and allows H2b low skilled workers, many of whose prospective jobs should either go to Americans or are, in any case, disappearing because of automation.

Pushing an all-categories-included Zero-Net Moratorium (which would still allow Legal Immigration of 150,000 per Year because Immigration would then equal Emigration) is key as an objective because it is reasonable and Essential for long-term Environmental and Personal Protection and for providing Sufficient Resources, INCLUDING WATER and FOOD and Money, for survival. Today, we are in the process of exceeding our long-term Carrying Capacity.

In sum, a Zero-Net Moratorium is The Necessary Condition for achieving U.S. Population Stabilization, long term Environmental Protection, Budgetary Solvency in State and Local Government (especially for our Health Care and Educational Institutions), Tax Reduction, Unemployment Reduction, Social and Cultural Cohesion and Personal Safety ... and for protection of our Food and Water Supplies!

Only our Massive Grassroots Effort can Succeed! Phone Calls or Office Visits followed by Snail Mail letters are most effective (emails are often ignored and fax machines can be turned off). And please consider that BALANCE is greatly outspent by the Cheap Labor Lobby and various Ethnic Power Lobbies.
