Immigration, the Environment & the Election

The fundamental fact is that for every person added to the U.S. population one acre of precious farmland (i.e., with rich topsoil) or natural habitat for wildlife, is converted to developed uses, de facto permanently (Pimentel, et. al. Cornell).  And as Dr. V. Abernethy and Dr. Anne Brattain’s Research has shown, reducing immigration into the USA reduces the fertility rates in the sending countries, thus reducing the over-population pressures on Wildlife in those countries.

Unchecked population growth and over-population are clearly negatives for environmental protection.

Population growth and density also have negative effects on our Public Health and Personal Safety Environments. 

Thus, it is no accident that New York City and Environs and other major population centers were Ground Zero of the Coronavirus in the USA.

New York City is the most Densely Populated City in the USA and is a Major Hub for International Travel and Destination for Immigrants. Consider:

“‘There is a strong correlation between the risk of pandemic and human population density. We’ve done the math and we’ve proved it,” said Dr. Peter Daszak, a disease ecologist and the president of Eco Health Alliance, who examined the link in a 2008 study published in the journal Nature…. Looking at contemporary outbreaks since the mid-20th century, Daszak and colleagues found that the emergent diseases caused by pathogens new to humans has increased significantly with time, even when controlling for progress in diagnosis techniques and surveillance ….”

Many of the newly threatening pathogens emerge where exploding human populations have intruded on the habitat of non-human species. Separation that formerly characterized human/animal interactions shifts into more intimate contacts. The pathogens jump from animal to human. The intensity of travel and population mixing then spreads disease globally.

The foregoing are Key  Reasons BALANCE pushes for an all-categories included Zero-NET Moratorium LEGAL Immigration Policy (about 150,000 out thus 150,000 in per year) —a de facto Moratorium. That would reduce Legal Immigration into the USA, which is currently about 1.5 to 1.6 Million per year. That would reduce the USA’s and the World’s Population Growth Rate (Fertility rates in countries allowed to send immigrants to the USA elevate because of the Opportunities that Immigration provides to the Migrants to the USA and to their families in the home country).

Other benefits would accrue if a Moratorium were enacted because  a number of additional costs flow from continuing to allow Mass Immigration.

Costs: U.S. Taxpayers Pay $330 BILLION PER YEAR NET (after subtracting taxes Immigrants pay) to pay for the federal costs of LEGAL Immigration alone (cf CCN Cost Study). That’s about $758 Million per Year Net (i.e., after subtracting Taxes Immigrants pay) per Congressional District for Health Care, Welfare, and many other Costs and does not include Net State and Local Costs.

So where do the Candidates stand on Immigration [Before answering that we must add that as a 501c3 Nonprofit BALANCE does NOT support or oppose candidates or parties,  but certainly can and does take a  position on their positions  on Key policy issues such as Immigration.  Therefore, consider:

This year: President Trump has ordered a Moratorium (albeit temporary) on admission of some Categories of  Immigrants, arguing, correctly, that Jobs and support should be reserved for the 30 Million+ unemployed Americans.

Unfortunately,  the Joe Biden/Kamala Harris Team is pushing a de facto Open Borders Agenda. To help us stop it, See Below. Their Agenda would:

·         allow work permits for Illegal Aliens and Not Require the Use of E-Verify

·         allow Chain Migration and the Visa Lottery to Continue

·         not deter Border Surges or Asylum Abuse

·         cause American Taxpayers to continue to pay for Health Care, Welfare for a majority of Legal Immigrants and Illegal Aliens

·         continue to allow Mass Immigration which would force millions of unemployed Americans to compete with Immigrants for Jobs

Worse, the Addition of Harris to V.P. Biden’s Ticket will magnify the pressure both before (and after!?!) the November 3rd Election to Enact an Expanded Open Borders Agenda, which would increase legal immigration and eliminate immigration enforcement!

Consider Harris’s Record:

·         cosponsor of Dick Durbin’s (D-IL) Keep the STEM Talent Act which would exempt any foreign student who earned an advanced degree in a STEM major from any numerical limits. As CCN and other studies have shown, the USA does not need foreign STEM workers…they just displace qualified Americans

·         cosponsor of Senator Lee’s (R-UT) Fairness for High-Skilled Immigrants Act which would eliminate per-country caps on employment Visas and thus greatly benefit Silicon Valley’s policy of Hiring Low Paid Indian Workers (No wonder Big Tech has taken a pro-Biden position via Censorship).

·         enact a Mass Amnesty of DACA Aliens and implement DAPA to protect DREAMERS and their parents and give Temporary Protected Status for some foreign nationals who are not yet in the country

·         enact Senator Feinstein’s S175 the Agricultural Worker Program Act which would give illegal Farm Workers Amnesty

·         Harris has consistently opposed efforts at Border and Interior Enforcement by, e.g., supporting Senator Cory Booker’s (D-NJ) S144 which would halt local law enforcement cooperation with ICE for enforcement purposes

·         and she has pushed to decriminalize illegal border crossings

Mass Immigration Via S.386 & "Population Refugees" — The Greatest Environmental Threat — Help Push The Solution

Consider a question asked often by pro-illegal-immigration/open-borders supporters. 

"What happens to the USA’s economy (and environment) if 20 million people go away?"

Indeed, just what would happen? Consider these pithy points from Rocky Mountain News reporter, Tina Griego.

“Over one million of Mexico's poorest citizens now live inside and along our border from Brownsville, Texas, to San Diego, California, in what the New York Times called, 'colonias' or new neighborhoods. Trouble is, those living areas resemble Bombay and Calcutta where grinding poverty, filth, diseases, drugs, crimes, no sanitation and worse. They live without sewage, clean water, streets, roads, electricity, or any kind of sanitation.” (cf Tina Griego, “What If They Left,” Rocky Mountain News, 08/26/2019)

The New York Times has branded these abysmal areas as “America’s new Third World.” If some of these 20 million newest residents went away, so would much of the USA’s poverty. That’s part of how much we have to lose, and there is more!

Griego continues with statistics familiar to BALANCE activists:

1.    $14 Billion to $22 Billion dollars Expenditure on illegal aliens on welfare.

2.    $7.5 Billion dollars per year on Medicaid. 

3.    $12 Billion dollars per year are spent each year on primary and secondary school education for children here illegally plus $27 Billion dollars each year for education for the American-born children of illegal aliens, known as anchor babies.

4.    $3 Million Dollars 'PER DAY' is spent to incarcerate illegal aliens. That's $1.2 Billion a year. 

5.    28% percent of all federal prison inmates are illegal aliens.

And the NET Costs of Legal Immigration are even more staggering. The NET estimates that the cost of Legal Immigration to U.S. Taxpayers of $ 330 Billion per year — a bill which falls to the American Federal Taxpayer (i.e., not including State & Local Costs). So add that.

Absent a change in U.S. policy, the colonias of legal and illegal aliens (a politically incorrect term, but it is legally correct)  farther inside America’s borders are expected to increase to many million residents, adding to those millions of aliens who have already migrated to the interior of the USA.

Potential passage of S.386 (sponsored by Kamala Harris, D-CA) would open the floodgates to even more Legal Immigrants than we accept now, including 300,000 Indian H1B workers per year plus their families! A threat to pass any week now, S.386‘s companion has already passed the House.

This surge of immigration would only increase the pressure to emigrate to Lifeboat USA. The success of some immigrants propels other potential movers into motion.

Now for the environmental impacts. Consider a recent article in the Spectator-US  by Lionel Shriver:

“When last week’s IPCC report warned that the human race may soon have trouble feeding itself, my reaction was: duh. Having pooh-poohed the 1960s ‘population bomb’, … we’ve grown complacent about increasing our 7.7 billion world population by at least a quarter in the next 30 years, and by about half in 2100, when we’re likely to number around 11 billion.

“Perhaps it’s forgivable that an outfit called the ‘Intergovernmental Panel on Climate Change’ would blame a perilous future food supply on climate change. … After all, what causes climate change? Even according to the most fervent of climate activists, the culprit is people. More people, more carbon emissions: double duh. [Remember that! (Ed.)]

“… But then fertility in the West plummeted to below replacement rates virtually overnight. Though also subsiding, birth rates still remained concerningly high in what we then called ‘the Third World’.

“… As Africa’s population almost doubles by 2050 and reaches an anticipated 4.3 billion by 2100, expect more of this fig leafery. The resultant migrants to Europe will all be branded climate refugees. But in the main, on a continent that has never been especially hospitable to human life, they will really be population refugees. …

“I’ve been uncharacteristically agnostic about climate change — sorry, Guardian, climate emergency. It’s actually the graph of human population….

“The weird thing about this issue is the feeling it seems to evoke in the West of orgiastic guilt. What makes the great and the good so at ease with raising the climate alarm is the often-tacit assumption that global warming is all the West’s fault. That makes inhabitants of Africa and the Middle East victims of our own short-sighted profligacy. Brilliant. Break out the hair shirts.

“…[T]he numbers are shocking all right, but I may not be referring to the statistics you think I am.

“As of 2017, of worldwide carbon emissions, the US accounted for 13.7 percent, Canada 1.6 percent, Down Under 1.1 percent, and the entire EU 28 only 9.6 percent. Ergo, ‘the West’ is responsible for a mere 26 percent of emissions. …

“As for the trend, emissions in the US and EU are steadily coming down. Starting in 1990, a graph of ‘other countries’ (that is, excluding the US, the EU, China, Russia, India and Japan) traces an unrelenting upward trajectory with a gradient of about 45 degrees. These ‘other countries’ now match China in total emissions.

“… The biggest driver of climate change and every other global headache you care to name — species extinction, deforestation, desertification, ocean acidification, pollution, fresh water scarcity, oceanic plastic, soil erosion, ‘irregular’ migration — is people. Too many of them, and born too fast. [Emphasis added. (Ed.)]

“At least another 2.3 billion more neighbors are on their way by 2050, and they will all aspire — understandably — to a western lifestyle. …”

In sum, overpopulated China and India together account for at least half of all emissions.

Importantly, it is the still-growing populations of China (with over 1.3 Billion people) and

India (about the same number and growing faster) which produce the most CO² and cause the most other environmentally destructive Effects.

Understandably, this pressure from citizens of these countries to emigrate to Lifeboat USA is great and it is thus not surprising that S.386 would admit 300,000 Indian Workers per Year (plus their families) Of course, they do come to work. Stated another way, they come to compete for Americans’ jobs, thus Depressing  Wages and causing unemployment. These effects add to citizens; need for welfare, so they are at American Taxpayers’ expense. Over 5 Million Americans have lost their jobs since 2005 as a result of the USA’s import of Cheap Labor Lobby (see The NET Costs of Immigration Study).

Nevertheless, the Senate may pass S.386 because the Cheap Labor Lobby has immense power in the U.S. Congress.

A first Giant Step toward Solving the Over-population Problem in these sending countries would be to Dramatically reduce the ability to emigrate from them.

Research shows that reducing immigration from sending Countries reduces Fertility Rates in those countries. The why is simple: people want/tolerate additional dependents when they are optimistic. Thinking it possible to move to a richer country is a strong reason for optimism.

This effect is known as the Fertility Opportunity hypothesis, explained in The Vanishing American Dream by Dr. V. Abernethy, Professor Emeritus at Vanderbilt University Medical School. In sum,  allowing emigration from a Sending Country provides Opportunity for whole families. If some of their members emigrate to the USA where they are able to work and to send home remittances, those remaining at home can afford larger families. Fertility rates in the sending countries stay high or actually rise.

Similar conclusions were reached by Dr. Anne Brittain of the Department of Anthropology, University of Miami Coral Gables.

“…Those districts with the greatest stability of population had the lowest child-to-woman ratios, suggesting that the anticipated loss of children to migration may be an important factor in maintaining high reproductive rates.”

“… Instead, the probability of emigration accounted for 34 percent of the variation in the crude birth rate, which increases in emigration being followed by increases in the birth rate five years later.”

In sum, with the world population increasing by 80 Million per year, the pressure to come to the USA will only increase. Americans can help sending countries reduce their overpopulation problem by reducing or stopping immigration from them.

If we ignore these facts, will Lifeboat USA sink?

Or “merely” become an overpopulated Environmental Disaster like China and India and the rest of the NON-Western World which together generate 70% of the World’s CO²?

THE SOLUTION:

Re Illegal:

• Complete the Wall
• Implement e-Verify
• Require asylum seekers to apply and wait for a decision before entering the USA
• Require proof of kinship to protect children

Re Legal:

• Most Important: since the “Slots” allowing Legal Immigration (e.g., the Uncapped Asylee Category) are Magnets for Illegal Immigrants and since the numbers of Legal Immigrants is Far Too High anyway, it is also essential to enact an all-categories-included Zero-Net Moratorium on Legal Immigration.  A Zero-NET Policy  (i.e., where Immigration equals Emigration) would still allow 150,000/year Legal Immigrants including asylees and refugees. Enactment of an all-Categories-included Zero-NET MORATORIUM on Legal Immigration!
• A strong preference in hiring be given to Americans and especially those 5.9 Million displaced by immigrants since 2005.
• Require asylum seekers to apply and wait for a decision before they enter the USA.

Unfortunately, S.386 is counter-productive on all counts. The Center for Immigration Studies concludes that this Bill would:

“…dramatically change our employment green card distribution system by eliminating a safeguard that prevents green card numbers from being monopolized by citizens of one or two countries.  Known as the “per country cap,” this provision ensures that the employment-based visas are available to a truly global pool of talent in a wide variety of occupational sectors.  It should not be scrapped; eliminating it would benefit one industry (Big Tech) and two groups of applicants (Indian tech workers and Chinese investors) and squeeze out all others.  …

“This bill (S.386)  would reward the employers who literally replaced American workers with hundreds of thousands of low cost and less skilled contract workers who entered on temporary visas (mainly H-1Bs), often working in the tech sector.  These employers are mainly Big Tech and foreign outsourcing companies.  …

“…If this bill becomes law citizens of India will get more than 90% of the professional employment green cards, according to USCIS – for at least the next 10 years.  …

“HR 1044 (companion to S.386 which already passed) reportedly also includes a provision to eliminate the per country cap on the EB-5 category, which enables foreign investors to receive green cards.  If passed, the result would be that primarily Chinese investors would receive these green cards, with citizens of other countries largely squeezed out.”

Legal Immigration Adding 50 Million to U.S. by 2060

— Support BALANCE’s Reduction Initiative

Legal Immigration will add over 50 Million to U.S. population by 2060, about three times more than Illegal, given current trends (U.S. Census/CIS analysis, S. Camarata, “Immigration to Add 75 Million by 2060”) with all the Negative Environmental and Budgetary Consequences BALANCE has documented.

But if we intensify our efforts NOW, we can get reductions just after the 2020 election. After all, candidates are already running hard for the 2020 Election.

Important to note that the recently passed funding Bill will likely increase both legal and illegal immigration, because it gives illegal immigrants the right to stay in the U.S.A. if they bring in or house — i.e., “sponsor” — an unaccompanied minor child (UAC).

“Specifically, section 224 of that act states:

(a) None of the funds provided by this Act or any other Act, or provided from any accounts in the Treasury of the United States derived by the collection of fees available to the components funded by this Act, may be used by the Secretary of Homeland Security to place in detention, remove, refer for a decision whether to initiate removal proceedings, or initiate removal proceedings against a sponsor, potential sponsor, or member of a household of a sponsor or potential sponsor of an unaccompanied alien child (as defined in section 462(g) of the Homeland Security Act of 2002 (6 U.S.C. 279(g)) based on information shared by the Secretary of Health and Human Service. ‘Think about the Children.’” [Emphasis Added]

This provision is de facto an incentive to Trafficking UACs (“The Worst Provision in the Funding Bill; Think about the children,” A. Arthur, cis.org).

Indeed, the Bill adds additional Legal Immigration “Slots” which are yet another incentive to continued Mass Illegal Immigration. That is why it is essential to push for ending illegal immigration and for a Zero-Net Moratorium on Legal simultaneously.

Though the Funding Bill was a setback for BALANCE’s U.S. Population Stabilization Advocacy, it is essential we keep pushing our Initiative! We reiterate, the Politicians are already involved in pushing to be elected or re-elected in 2020 and we can influence them.

The House recently passed a Bill including funding for The Wall and other Immigration Reduction Provisions.   But the Senate is gridlocked, with several Senators who formerly supported a Wall now opposing it.  Result: Partial Government shutdown which could last into the New Year. The situation is NOT hopeless (cf. Leader McConnell's recent comments)  But there is reason for hope if we all CONTACT and RECONTACT  OUR SENATORS NOW  and tell them the Key Reasons we need a Wall and an all categories included zero-NET Moratorium on LEGAL Immigration.

First, tell them the COSTS  For example, In the USA, over 63% of Non-Citizen-headed Households (i.e., by Green Card Holders, Temporary Workers & Illegal Aliens)  use one or More Welfare Programs, according to the Center for Immigration Studies' [CIS] Analysis of U.S. Census Data.

For example, 429,000 Annual Immigrant Births Cost Taxpayers $5.3 Billion. 

Specifically, 1 in 5 births in the U.S. are to Immigrant Mothers. U.S. Taxpayers pay for 67% of births to illegal immigrants, 47% of births to legal immigrants according to a new report  by CIS, S. Camarota, Director of Research, 10/9/18. 

Illegal alien mothers who give birth in the United States score a “citizen child”, an anchor that often results in immunity from deportation and also entitles them to participate in child-oriented welfare and bring relatives into the USA under the Chain Migration Provisions of current law.

And consider that it costs $65,292.00 NET for each Illegal Alien remaining in USA!  excluding descendants. But the cost to deport is a mere $5,915 each!  (CIS)

In High-Immigrant Destination States like California (receiving 400,000 Legal Immigrants per Year) the Number and rate of using welfare is higher than the national average — 72% in California, and  70% in Texas. And other negative consequences of allowing this Mass immigration are clear — intensifying crowding of means of transportation, unaffordable housing for low and middle income American citizens (some of whom are living under bridges), drawdowns of water aquifers far in excess of recharge rates in Agricultural areas and the use of “Toilet to Tap” water in Orange and other counties in California and elsewhere.

Large Majorities of Non-Citizen Welfare Users are Legal Immigrants.  Nearly two-thirds of the Annual 1.5 to 1.6 Million Legal Immigrant Cohort use Welfare. Even ten years after arrival in the United States, the majority continue to participate in one or more welfare programs.

Thus, it should be no surprise that LEGAL Immigration Costs U.S. Taxpayers $330 Billion per year NET (after subtracting Taxes Immigrants pay). That is over $6 Billion per Week (and over $1,000/year in tax for each U.S. Taxpayer) and this does Not include State and Local Costs.

Adding insult to injury, if current LEGAL immigration Trends continue, Native Born U.S. Citizens are headed toward Demographic Minority Status in Major Receiving States. This Demographic Trend toward Minority Status for Native-Born Citizens is already evident in Key Counties in these Major Receiving States, from a variety of indicators.  Orange County, California — long known for its Conservative leanings — just had all of its Congressional Seats Flip from Conservative Republican to Leftist Democrat mainly as a result from dramatic recent increases in immigrant residents.

Immigrants' demographic ascendancy is making itself felt in the policy arena in measures that favor their own ethnic group/s. For example, in California, illegal Immigrants — primarily Hispanic — have already been allowed to Vote in San Francisco Elections, and there is a push to make Illegals (already eligible for Drivers Licenses) Eligible for the Vastly Expensive Medicaid Healthcare Benefits, statewide.

But Perhaps the Best Evidence of Demographic Displacement is the Fact that the Entire State of California (and many major immigrant destination cities across the USA) is now a “Sanctuary State”, which means that lobbyists for Illegal Aliens are quite happy to thumb their noses at Federal Law for the benefit of Non-Citizens.  One cannot help but remember the dying words of Kate Steinle “Help me dad” who was killed by an Illegal Alien as have scores of others (see The Remembrance Project) who had been deported, but returned to the Sanctuary State.

Bottom line: Native-Born & Immigrant Citizens are losing Political Power, Assets (e.g., Wealth Transfers via Taxes) and Legal and Personal Safety and Environmental Protections as a result of their Demographic Displacement.

Good News: We can stop, and to an extent reverse these Trends IF we All Act Together NOW.... When the House of Representatives “Flips” on January 3, prospects will dim considerably!!!

Implementing the Trump Administration’s Admirable Proposal that No Green Cards (reflecting permanent Resident Status) would be issued to those who had accepted, or were likely to accept in the future, welfare or indeed any Taxpayer-funded Benefits, would reduce Immigrant Numbers significantly.

IMMIGRATION LEGISLATION IS BEING CONSIDERED NOW! And January 2 is the Deadline to pass a Budget and fund The Wall via the Lame Duck Congress. The new Congress to be seated January 3 will be much less likely to enact substantial  Immigration reduction.

It is highly likely that a Bill funding The Wall will contain other Immigration Reduction Provisions! So, we must ACT NOW! Emphasize that a Zero-Net Moratorium on Legal Immigration would save Taxpayers nearly $One-Half Trillion in the next Decade. So CONTACT & RECONTACT Your Senators and demand funding for The Wall, an end to Catch and Release and  Chain Migration and Anchor Baby citizenship, implementation of e-Verify, and above all, enactment of an all-Categories-included Zero-NET MORATORIUM (i.e., where Immigration equals Emigration) on Legal Immigration!
