Surmounting Mass Immigration’s Attack on Our Conservation Culture

BALANCE and our ASAP! Coalition Allies have documented the Immense Net Costs of Mass Legal Immigration, e.g. $758 Million per year NET (of Taxes immigrants pay) per Congressional District.

But perhaps an even greater “Cost”, not publicized until this Alert, is Mass Legal Immigration’s Cost to the USA’s Environmental Preservation Culture. 

Americans value the natural environment to a degree unknown in much of the world.  We value open space, wilderness, clean air and water, and healthfulness. In part, this reverence for the environment is learned, and in part the opportunity for reformation and conservation is an unearned blessing; one that should not be squandered. 

The East had its fling with deforestation, which resulted in most of its lands becoming devoid of ancient timber. In the 1870s, the US faced a fuel-wood and timber shortage. The Southwest had its time of plowing land that should forever have remained grassland.  Time, drought, and wind punished these transgressions (cf, e.g., the Dust Bowl of the 1930s — resulting in the Migration of Many Oklahomans to California causing Oklahoma Cherokee  Genius, Will Rogers, to comment “It raised the IQ in both states”!), and Americans learned. The generational process that resulted in a conservation ethic cannot be taught overnight. 

In the U.S., the conservation ethic was painfully learned. The good fortune of rich resources and a lightly populated country — we fought and won World War II with 135 million people — gave Americans a second chance. We could restore and conserve, and we did!  What Americans learned cannot be conveyed overnight to those coming into this country from vastly different cultures. 

Consider the Chinese land shortage of generations — described as China’s “Population longage”.  Tilling or building lot line to lot line is ingrained behavior, remarked upon by longtime Vancouver residents for example, where recent Chinese immigrants have replaced well-shaded Victorian houses with brick and stone concrete mansions. 

And similarly, the Egyptian experience where feuds over the ditch-land that separates two or three acre tilled plots can become generational. Newcomers bring with them  images of crowding and degradation, leading them to see relatively open United States acres as virgin land ripe for exploitation. 

We Americans know that exploitation to the hilt has been tried here and that the plenty available in fallow or second growth land is an illusion. Valued species inhabit every inch. Unspoiled watersheds collect valuable fresh, clean water.  Nothing is truly unused. 

Indeed, for ever person added to the U.S. population, One Acre of Farm land or natural habitat is converted to developed uses — Pimental et al, Cornell — yet Mass Legal Immigration has added about 1.5 to 1.6 Million Persons annually to the U.S. Population. 

The UN, and immigrants wanting to enter the US, see open land.  We Americans see all land as used and serving utilitarian and/or valued conservation purposes.  We cannot afford immigrants who think the US has space aplenty. 

The USA has suffered from exploitation, land and resource degradation. We have been fortunate in the opportunity to draw back from over-exploitation, and thus we have learned to invest, save, and treasure our natural resources. 

The culture of conservation which is ours, being hard-won, must be treasured and itself protected. Mass immigration overwhelms not only land but also values. Conservation Culture is a national treasure; it is ours to be conserved, nourished, and valued as the gem that it is. Mass immigration changes and fractures culture in many ways.  It cannot be condoned.

Discouragingly, among Mass Immigrations’ proponents are leading “Environmental” groups which attempt to justify their continuing support for more and more immigration (e.g., the Sierra Club’s support of “protecting undocumented immigrants at risk of deportation” and expanding the DACA program.) BALANCE has long understood that amnesties are a magnet for Illegal Immigration, and that DACA encourages sometimes-criminal use of children as “Admission Tickets”, and that Mass Immigration has seriously negative effects on the environment, [cf Pimental et al].

And then there are the Marxists (whose Goal is the Destruction of the Traditional America in every respect). Witness their attack on and destruction of the statues of virtually every person important to the History of the USA via their Antifa organization. Antifa claims that Conservationists John Muir and Galen Powell were “racist”; so their names, likenesses and statues should be erased, defaced, and obliterated.

The Pressure which Mass Immigration and its Enablers have increasingly put on American Traditions, including the Conservation Traditions, has been enabled by an Ideological Assault on the USA’s Traditional Values. For example, The Far Left pushing the Concept of “White Privilege” in reality sends the Message that the holders of Traditional Values should feel guilty about their achievements, their Assets and such power as they still have and yield to Mass Immigration’s New “Values” and transfer their Assets to the Far Left.

As well, prior to the CoVID Pandemic Mass Immigration was displacing Americans from Jobs, (as studies by John Williams, Norman Matloff, and Ed Rubenstein have documented). Studies by all three indicate that there has not recently been and is not now, a labor shortage.

This prospect of loss of Economic & Personal Security has inter alia resulted in lower Native-Born Fertility Rates. “Replacement Level” fertility is assumed to be 2.1 births per woman. But as of 2018, the TFR of Native-Born Whites was 1.73, Blacks 1.75 and Hispanics 1.77.

In contrast, the TFR of Immigrant Women in 2018 was 2.15, just above replacement level. [cf: “Immigrant & Native Born Fertility 2008-2018,” CIS, Camarata & Zieglar, April 1, 2020]

In order to surmount the foregoing Challenges and Challengers to the USA’s Conservation Culture, BALANCE encourages implementation of the following Solution.

Support BALANCE’s Activist Initiative for a Solution: BALANCE pushes a Zero-Net all-categories-included Moratorium on Legal Immigration which would still allow 150,000 inflow to match typical annual outflow. BALANCE is a genuine MASS Immigration Reduction Group (certain other National Groups not pushing a Moratorium are merely Mass Immigration Management Groups, a position counterproductive to achieving any immigration reductions at all) as we have repeatedly pointed out.

• Most Important, Contact & Re-Contact your Senators and Representatives and the 2020 Candidates! and Media, and Influencers to oppose Senators Harris and Lee’s (R-UT) S386 and Senator Durbin’s (D-IL) RELIEF Act as well as the outrageous “New Way Forward Act”.
• Above all, every organization and individual should contact Senators, Media and Influencers and push an all-categories-included Zero-Net Moratorium on Legal Immigration and emphasize that it would remove the Legal Immigration Magnets (e.g., the uncapped Asylee Category) attracting ever more Illegal Aliens.
• It is difficult if not impossible to stop most illegal immigrants unless one reduces the Magnet of Legal Immigration “Slots” such as the Uncapped Asylee Category.
• And focus on Specifics, e.g., How can communities and the nation ever ameliorate our intensifying Homelessness Crisis by annually welcoming in 6 Million Legal Immigrants per year with Taxpayer-funded Health Care, Welfare etc. Benefits, PLUS Amnestying 1.5 Million Illegals, many of whom would be provided with Taxpayer-funded Housing Assistance, as H.R.5038 does?! Or HR 6 which would Amnesty (i.e., legalize) Hundreds of Thousands of Illegal Aliens.
• And the Costs: U.S. Taxpayers Pay $330 BILLION PER YEAR NET (after subtracting taxes Immigrants pay) to pay for the federal costs of LEGAL Immigration alone (cf CCN Cost Study). That’s about $758 Million per Year Net per Congressional District and does not include Net State and Local Costs.

Mass Immigration Via S.386 & "Population Refugees" — The Greatest Environmental Threat — Help Push The Solution

Consider a question asked often by pro-illegal-immigration/open-borders supporters. 

"What happens to the USA’s economy (and environment) if 20 million people go away?"

Indeed, just what would happen? Consider these pithy points from Rocky Mountain News reporter, Tina Griego.

“Over one million of Mexico's poorest citizens now live inside and along our border from Brownsville, Texas, to San Diego, California, in what the New York Times called, 'colonias' or new neighborhoods. Trouble is, those living areas resemble Bombay and Calcutta where grinding poverty, filth, diseases, drugs, crimes, no sanitation and worse. They live without sewage, clean water, streets, roads, electricity, or any kind of sanitation.” (cf Tina Griego, “What If They Left,” Rocky Mountain News, 08/26/2019)

The New York Times has branded these abysmal areas as “America’s new Third World.” If some of these 20 million newest residents went away, so would much of the USA’s poverty. That’s part of how much we have to lose, and there is more!

Griego continues with statistics familiar to BALANCE activists:

1.    $14 Billion to $22 Billion dollars Expenditure on illegal aliens on welfare.

2.    $7.5 Billion dollars per year on Medicaid. 

3.    $12 Billion dollars per year are spent each year on primary and secondary school education for children here illegally plus $27 Billion dollars each year for education for the American-born children of illegal aliens, known as anchor babies.

4.    $3 Million Dollars 'PER DAY' is spent to incarcerate illegal aliens. That's $1.2 Billion a year. 

5.    28% percent of all federal prison inmates are illegal aliens.

And the NET Costs of Legal Immigration are even more staggering. The NET estimates that the cost of Legal Immigration to U.S. Taxpayers of $ 330 Billion per year — a bill which falls to the American Federal Taxpayer (i.e., not including State & Local Costs). So add that.

Absent a change in U.S. policy, the colonias of legal and illegal aliens (a politically incorrect term, but it is legally correct)  farther inside America’s borders are expected to increase to many million residents, adding to those millions of aliens who have already migrated to the interior of the USA.

Potential passage of S.386 (sponsored by Kamala Harris, D-CA) would open the floodgates to even more Legal Immigrants than we accept now, including 300,000 Indian H1B workers per year plus their families! A threat to pass any week now, S.386‘s companion has already passed the House.

This surge of immigration would only increase the pressure to emigrate to Lifeboat USA. The success of some immigrants propels other potential movers into motion.

Now for the environmental impacts. Consider a recent article in the Spectator-US  by Lionel Shriver:

“When last week’s IPCC report warned that the human race may soon have trouble feeding itself, my reaction was: duh. Having pooh-poohed the 1960s ‘population bomb’, … we’ve grown complacent about increasing our 7.7 billion world population by at least a quarter in the next 30 years, and by about half in 2100, when we’re likely to number around 11 billion.

“Perhaps it’s forgivable that an outfit called the ‘Intergovernmental Panel on Climate Change’ would blame a perilous future food supply on climate change. … After all, what causes climate change? Even according to the most fervent of climate activists, the culprit is people. More people, more carbon emissions: double duh. [Remember that! (Ed.)]

“… But then fertility in the West plummeted to below replacement rates virtually overnight. Though also subsiding, birth rates still remained concerningly high in what we then called ‘the Third World’.

“… As Africa’s population almost doubles by 2050 and reaches an anticipated 4.3 billion by 2100, expect more of this fig leafery. The resultant migrants to Europe will all be branded climate refugees. But in the main, on a continent that has never been especially hospitable to human life, they will really be population refugees. …

“I’ve been uncharacteristically agnostic about climate change — sorry, Guardian, climate emergency. It’s actually the graph of human population….

“The weird thing about this issue is the feeling it seems to evoke in the West of orgiastic guilt. What makes the great and the good so at ease with raising the climate alarm is the often-tacit assumption that global warming is all the West’s fault. That makes inhabitants of Africa and the Middle East victims of our own short-sighted profligacy. Brilliant. Break out the hair shirts.

“…[T]he numbers are shocking all right, but I may not be referring to the statistics you think I am.

“As of 2017, of worldwide carbon emissions, the US accounted for 13.7 percent, Canada 1.6 percent, Down Under 1.1 percent, and the entire EU 28 only 9.6 percent. Ergo, ‘the West’ is responsible for a mere 26 percent of emissions. …

“As for the trend, emissions in the US and EU are steadily coming down. Starting in 1990, a graph of ‘other countries’ (that is, excluding the US, the EU, China, Russia, India and Japan) traces an unrelenting upward trajectory with a gradient of about 45 degrees. These ‘other countries’ now match China in total emissions.

“… The biggest driver of climate change and every other global headache you care to name — species extinction, deforestation, desertification, ocean acidification, pollution, fresh water scarcity, oceanic plastic, soil erosion, ‘irregular’ migration — is people. Too many of them, and born too fast. [Emphasis added. (Ed.)]

“At least another 2.3 billion more neighbors are on their way by 2050, and they will all aspire — understandably — to a western lifestyle. …”

In sum, overpopulated China and India together account for at least half of all emissions.

Importantly, it is the still-growing populations of China (with over 1.3 Billion people) and

India (about the same number and growing faster) which produce the most CO² and cause the most other environmentally destructive Effects.

Understandably, this pressure from citizens of these countries to emigrate to Lifeboat USA is great and it is thus not surprising that S.386 would admit 300,000 Indian Workers per Year (plus their families) Of course, they do come to work. Stated another way, they come to compete for Americans’ jobs, thus Depressing  Wages and causing unemployment. These effects add to citizens; need for welfare, so they are at American Taxpayers’ expense. Over 5 Million Americans have lost their jobs since 2005 as a result of the USA’s import of Cheap Labor Lobby (see The NET Costs of Immigration Study).

Nevertheless, the Senate may pass S.386 because the Cheap Labor Lobby has immense power in the U.S. Congress.

A first Giant Step toward Solving the Over-population Problem in these sending countries would be to Dramatically reduce the ability to emigrate from them.

Research shows that reducing immigration from sending Countries reduces Fertility Rates in those countries. The why is simple: people want/tolerate additional dependents when they are optimistic. Thinking it possible to move to a richer country is a strong reason for optimism.

This effect is known as the Fertility Opportunity hypothesis, explained in The Vanishing American Dream by Dr. V. Abernethy, Professor Emeritus at Vanderbilt University Medical School. In sum,  allowing emigration from a Sending Country provides Opportunity for whole families. If some of their members emigrate to the USA where they are able to work and to send home remittances, those remaining at home can afford larger families. Fertility rates in the sending countries stay high or actually rise.

Similar conclusions were reached by Dr. Anne Brittain of the Department of Anthropology, University of Miami Coral Gables.

“…Those districts with the greatest stability of population had the lowest child-to-woman ratios, suggesting that the anticipated loss of children to migration may be an important factor in maintaining high reproductive rates.”

“… Instead, the probability of emigration accounted for 34 percent of the variation in the crude birth rate, which increases in emigration being followed by increases in the birth rate five years later.”

In sum, with the world population increasing by 80 Million per year, the pressure to come to the USA will only increase. Americans can help sending countries reduce their overpopulation problem by reducing or stopping immigration from them.

If we ignore these facts, will Lifeboat USA sink?

Or “merely” become an overpopulated Environmental Disaster like China and India and the rest of the NON-Western World which together generate 70% of the World’s CO²?

THE SOLUTION:

Re Illegal:

• Complete the Wall
• Implement e-Verify
• Require asylum seekers to apply and wait for a decision before entering the USA
• Require proof of kinship to protect children

Re Legal:

• Most Important: since the “Slots” allowing Legal Immigration (e.g., the Uncapped Asylee Category) are Magnets for Illegal Immigrants and since the numbers of Legal Immigrants is Far Too High anyway, it is also essential to enact an all-categories-included Zero-Net Moratorium on Legal Immigration.  A Zero-NET Policy  (i.e., where Immigration equals Emigration) would still allow 150,000/year Legal Immigrants including asylees and refugees. Enactment of an all-Categories-included Zero-NET MORATORIUM on Legal Immigration!
• A strong preference in hiring be given to Americans and especially those 5.9 Million displaced by immigrants since 2005.
• Require asylum seekers to apply and wait for a decision before they enter the USA.

Unfortunately, S.386 is counter-productive on all counts. The Center for Immigration Studies concludes that this Bill would:

“…dramatically change our employment green card distribution system by eliminating a safeguard that prevents green card numbers from being monopolized by citizens of one or two countries.  Known as the “per country cap,” this provision ensures that the employment-based visas are available to a truly global pool of talent in a wide variety of occupational sectors.  It should not be scrapped; eliminating it would benefit one industry (Big Tech) and two groups of applicants (Indian tech workers and Chinese investors) and squeeze out all others.  …

“This bill (S.386)  would reward the employers who literally replaced American workers with hundreds of thousands of low cost and less skilled contract workers who entered on temporary visas (mainly H-1Bs), often working in the tech sector.  These employers are mainly Big Tech and foreign outsourcing companies.  …

“…If this bill becomes law citizens of India will get more than 90% of the professional employment green cards, according to USCIS – for at least the next 10 years.  …

“HR 1044 (companion to S.386 which already passed) reportedly also includes a provision to eliminate the per country cap on the EB-5 category, which enables foreign investors to receive green cards.  If passed, the result would be that primarily Chinese investors would receive these green cards, with citizens of other countries largely squeezed out.”

Refusal is to push for Net-Zero Immigration is counterproductive to genuine Immigration Reduction Efforts. Main Immigration Management Groups advocate such positions, possibly in full knowledge that they ensure unending Mass Immigration. Merely arguing for some reduction (but refusing to push a Zero-Net Moratorium) inherently sanctions the continuing Mass Legal (and therefore Illegal because of the Magnet Effect) Immigration flow.

Population Explosion Bills Threats to Pass This September — The Solution to Help Stop Them

S.386 (Kamala Harris, D. CA) and Companion Mass Immigration Increase Bills are all a Threat to Pass as one Gigantic Composite Immigration “Reform” Bill when Congress reconvenes this September.

S.386 (the Senate Version of H.R.1044 which already passed The House) would dramatically increase Legal Immigration via, inter alia, the H1(B) route to Green Cards, specifically, e.g., this Bill would, inter alia, allow admission of 300,000 H1B Indian Contract Workers annually! (Displacing Americans from jobs) plus 300,000 of their family-members annually (cis.org and Breibart.com).

Of course, Big Tech is behind this push for their Cheap Labor authorization which is why 140 RINO Republicans joined a majority of Democrats to successfully push its passage in the House in early July.

Given this RINO/Democrat combo, the Open Borders crowd is encouraged to push for passage of the Dream & Promise Act (as one part of the Composite Bill) in September which would not only legalize Ten Million plus DACAs but also 12 Million or more Illegals in other Categories (e.g., TPS and DED categories).

And that Comprehensive Bill is also likely to also include the proposed Bill Jerrod Kushner/Ivanka are pushing — the so-called “Merit-Based” Immigration Bill —  which, while it would eliminate the Visa Lottery and some Chain Migration, would not only not limit but also increase the overall number of Legal Immigrants with a de facto uncapped “Merit-Based” System of admissions (causing even more job loss and Wage Depression for Americans). And none of these would cap the uncapped “Asylee” Category, which, inter alia, encourages Child-Trafficking.

And do not forget the Environmental Consequences — For every person added to California and the USA’s Population one acre of farmland or natural habitat is lost to development (Pimental, Cornell). As well as the intensifying consequences for the Cultural Environment as BALANCE reported earlier this year:

But there is a Solution Regarding Illegal and Legal Immigration.

Re Illegal:

• Complete the Wall
• Implement e-Verify

• Require proof of kinship to protect children

and since the “Slots” allowing Legal Immigration (e.g., the Uncapped Asylee Category) are Magnets for Illegal Immigrants and since the numbers of Legal Immigrants is Far Too High anyway, it is also essential to enact an all-categories-included Zero-Net Moratorium on Legal Immigration.  A NET ZERO Policy  (i.e., where Immigration equals Emigration) would still allow 150,000/year Legal Immigrants including asylees and refugees.

So tell Congress You want:

• Enactment of an all-Categories-included Zero-NET MORATORIUM on Legal Immigration!
• A strong preference in hiring be given to Americans and especially those 5.9 Million displaced by immigrants since 2005.
• Complete funding for The Wall.
• An end to Catch and Release of illegal aliens and an end to Chain Migration and Anchor Baby citizenship.
• Implementation of e-Verify.
• Require asylum seekers to apply and wait for a decision before they enter the USA.
• Require DNA tests from adults and children claiming kinship.

HR 6 just introduced in the House by Democrat Nancy Pelosi would dramatically increase both Legal and Illegal Immigration, offer Amnesty and citizenship to not only DACA recipients, but also those with Temporary Protected Status (TPS) and Deferred Enforced Departure (DED) status. Even some already-deported illegal aliens would be allowed to apply to legally return under the Dream and Promise Act, announced by House Speaker Pelosi.

Coupled with the incentives for Child Trafficking in the recently passed Funding Bill, it would both serve as a Magnet for more Illegal Immigrants and a dramatically increased number of Legal Immigrants.

HR6 would admit many more Immigrants than previous versions of the Dream Act that would have provided Amnesty and work permits to about two million illegal residents. Chain migration would lead to the arrival of additional millions of immigrants.

Legal Immigration Adding 50 Million to U.S. by 2060

— Support BALANCE’s Reduction Initiative

Legal Immigration will add over 50 Million to U.S. population by 2060, about three times more than Illegal, given current trends (U.S. Census/CIS analysis, S. Camarata, “Immigration to Add 75 Million by 2060”) with all the Negative Environmental and Budgetary Consequences BALANCE has documented.

But if we intensify our efforts NOW, we can get reductions just after the 2020 election. After all, candidates are already running hard for the 2020 Election.

Important to note that the recently passed funding Bill will likely increase both legal and illegal immigration, because it gives illegal immigrants the right to stay in the U.S.A. if they bring in or house — i.e., “sponsor” — an unaccompanied minor child (UAC).

“Specifically, section 224 of that act states:

(a) None of the funds provided by this Act or any other Act, or provided from any accounts in the Treasury of the United States derived by the collection of fees available to the components funded by this Act, may be used by the Secretary of Homeland Security to place in detention, remove, refer for a decision whether to initiate removal proceedings, or initiate removal proceedings against a sponsor, potential sponsor, or member of a household of a sponsor or potential sponsor of an unaccompanied alien child (as defined in section 462(g) of the Homeland Security Act of 2002 (6 U.S.C. 279(g)) based on information shared by the Secretary of Health and Human Service. ‘Think about the Children.’” [Emphasis Added]

This provision is de facto an incentive to Trafficking UACs (“The Worst Provision in the Funding Bill; Think about the children,” A. Arthur, cis.org).

Indeed, the Bill adds additional Legal Immigration “Slots” which are yet another incentive to continued Mass Illegal Immigration. That is why it is essential to push for ending illegal immigration and for a Zero-Net Moratorium on Legal simultaneously.

Though the Funding Bill was a setback for BALANCE’s U.S. Population Stabilization Advocacy, it is essential we keep pushing our Initiative! We reiterate, the Politicians are already involved in pushing to be elected or re-elected in 2020 and we can influence them.
